谓佛菩萨之本愿既深且广，犹如大海之浩瀚无际，故有此譬喻。同类用语如大愿海、智愿海等。六十华严经卷三（大九·四一○上）：‘长养无垢，弘誓愿海。’此外，欲达成誓愿，须精勤修万行，犹如移山以填海，故有‘行山愿海’之语。［八十华严经卷六、万善同归集卷六］
